Yes, things will start moving, but again, around the beginning of spring/summer 2013.
Honestly, I don't see any new hires planned for 2013; in short, they'll try to make do with the existing staff, unwilling to invest in new projects, team changes, or anything else, because apparently, given the difficulties already present, I fear we'll have to make do with what we have.
