The reason I am reaching out to you again today is that I have just received some bad news. Indeed, our transfer request received an initial unfavorable opinion yesterday, and I am completely devastated. A new meeting is scheduled for November 16 to conduct a more thorough review of the files, but I am struggling to stay hopeful that it will work out. Given the response you gave me some time ago, I still want to believe it will happen, but it is difficult.
So today I am taking the liberty of asking you whether you foresee any change in the situation on November 16th and ultimately a positive response to our transfer request??

As I told you a month ago, I remain confident about your transfer request, despite what I believe is the opposition of one of the executives at the company where you work.
My gut feeling tells me that this request will be approved sometime in February, March, or April 2016.
